  17. <p>     Bush advisers are beginning to wonder whether campaign
  18. manager Robert Teeter is the right man to lead the re-election
  19. charge. Teeter's peers at Bush Central say that while the
  20. pollster is unmatched at analyzing the public's mood, he has
  21. been unable to articulate a clear strategy to his team. New
  22. Hampshire was bad enough. But in South Dakota last week, Bush
  23. took only 69% of the vote, running against Runcommitted.S Senior
  24. advisers to the campaign are distressed over the President's
  25. ineffectual commercials and floundering field operation. Says
  26. one: Teeter likes to say he's in charge of the campaign. Now
  27. everyone is waiting for him to prove it.
